The House of Commons Foreign Affairs Committee released a report on China in April 2019, with the name “China and the Rules-Based International System”. It includes helpful insights on the complex nature of any UK policy conversation on China and its place in today’s world. It observes that the UK does not have a clear and unified policy on China and makes the following recommendation: The UK needs a single, detailed document defining a national strategy towards China, endorsed at Cabinet level. This will be an essential guide to all Government departments in shaping China policy, and will make sure that the Government is speaking with one voice. It will also send a clear public message to businesses, media, academia and civil society, to the UK’s allies, and to China itself.
